    POEA Memorandum Circular #4 -- another level of red tape to the OFW?

    There is a new policy in the POEA that adds another layer of red tape to the current processing of direct hires for Filipino Migrant Workers. It puts in more documentation, another possible processing fee and 2 bonds (in case of death. US$5000.00 and a performance bond of 3 times the monthly salary of the employee.) It gives preference to Agencies which may charge a cost to the prospective employee.

    It is well known especially here in Singapore that Singapore Agencies charge the Domestic helper it's processing fees. The processing fees are so large that some Filipinos do not earn for at least 6 months. At the end of the contract, when the DH thinks the fees have been paid up and starts earning her salary, the agency legally transfers the contract or the DH to a new agency. The poor DH pays for the transfer fees, etc. The standard salary for a DH in Singapore is 300 SGD.

    IMHO, in essence, this protects lower income and unskilled employees. However, I believe that the red tape and the opportunity to become another milking cow for the government outweighs the essence of the policy. There has to be a better way to do this.

    thank you for your concern, pare. medyo mabigat nga, tapos pwedeng abusuhin yung sistema. pero mukhang yan ang pinakamagandang hakbang ng gobyerno para mapangalagaan ang kapakanan ng mga DH natin. siguro babaan na lang nila yung bond rate (from 5,000, gawing 3,000 in case of death, and instead of three months, two months' salary equivalent would do).

    It's going to be another case of good intentions being hijacked by those out to make a quick buck. People will always find a way around our regulations.
